The way the PACT Act reads right now, it is my understanding that legally operating online tobacco shops who are licensed , and abide by the provisions in the act such as collection of state taxes and proper age verification, would still legally be able to ship Snus to consumers. You can find this in the Non-Mailable section which shows Exemptions, which are Cigars, Alaska and Hawaii, and Business dealing in wholesale, import, ect, as well as "non commercial" mailings. I think the act basically is in place to punish sites who sale with out enforcing tax laws or age checks. Web sites like Getsnus.com however should still be ok as they do charge tax, they would just have label their shipments to require age checks.
